Haryana Your Daughter Our Daughter Scheme

Let us talk about something that should never have needed a government scheme to fix — but unfortunately still does in many parts of our society.

The birth of a daughter should be a moment of pure joy. A celebration. A blessing. But for decades in many families across Haryana and across India the birth of a girl was greeted with silence, disappointment, and in the worst cases something far more tragic. Female foeticide, neglect, early marriage, pulled out of school before she could reach her potential — these were not rare exceptions. They were patterns that showed up clearly in the numbers. The child sex ratio in Haryana was among the worst in the entire country.

The Haryana Government looked at those numbers and decided to act. Not with just an awareness campaign but with real, direct, financial support that gives families a genuine reason to welcome a daughter with the same pride and happiness they would welcome a son.

The Aapki Beti Hamari Beti Scheme — which translates directly to Your Daughter Our Daughter — was launched on 22 January 2015 and officially formalised on 24 August 2015 by the Department of Women and Child Development, Government of Haryana. Under this scheme eligible families receive Rs. 21,000 which is invested in the girl child’s name with the Life Insurance Corporation of India LIC. The amount matures when the girl turns 18 and is paid directly into her bank account.

The message behind this scheme is simple and powerful. Your daughter is not your burden alone. She is ours too.

This complete guide covers everything about the Haryana Your Daughter Our Daughter Scheme — what it is, who qualifies, what benefits you get, what documents you need, and exactly how to apply.

The Haryana Your Daughter Our Daughter Scheme officially known as Aapki Beti Hamari Beti or ABHB is a girl child welfare scheme launched by the Department of Women and Child Development, Government of Haryana. It was initially launched on 22 January 2015 and officially implemented from 24 August 2015.

The scheme was born from a genuine and urgent need. Haryana had one of the worst child sex ratios in India and the situation called for direct intervention that went beyond awareness drives and slogans. This scheme was designed to create a real financial incentive for families to welcome, nurture, and invest in their daughters.

Under this scheme Rs. 21,000 is deposited by the Haryana Government with the Life Insurance Corporation of India LIC in the name of the eligible girl child at the time of her birth. This amount sits in LIC and grows over 18 years. When the girl turns 18 and has not been married before that age the entire matured amount is paid directly into her Aadhaar-seeded bank account. No one can withdraw this money before she turns 18. It is locked in specifically to discourage child marriage and to give the girl a financial foundation as she steps into adulthood.

The scheme also absorbed the earlier Ladli Scheme — which had been running separately — merging both into a single more comprehensive programme under ABHB.

By October 2023 over 4.6 lakh girls across Haryana had already benefitted from this scheme. That is 4.6 lakh families that received a clear signal from their government — your daughter matters and we are backing that with real money.

Before we get into eligibility it is worth understanding what this scheme is genuinely trying to achieve because it helps you see the bigger picture:

The scheme aims to change the way society thinks about the birth of a girl child and replace the old mindset of burden with one of pride and possibility. It works to improve the child sex ratio in Haryana which had been dangerously skewed for decades. It encourages families to register the birth of every girl child officially — because unregistered births are the first step toward invisible lives. It promotes girl child education by making school enrollment a condition for continued benefit. It actively discourages child marriage by making the financial benefit conditional on the girl not being married before the age of 18. And it provides a financial foundation to girls from economically weaker sections as they step into adulthood giving them real options and real independence.

Here is the complete eligibility breakdown:

Residency

The family must be a permanent resident of Haryana. At least one parent along with the girl child must be residing in Haryana. The scheme is not available to families from other states.

First Girl Child of SC and BPL Families

The first girl child born on or after 22 January 2015 to a family belonging to the Scheduled Caste SC or Below Poverty Line BPL category is eligible for the Rs. 21,000 benefit under this scheme. This applies regardless of what caste, religion, or income the family comes from as long as they fall under SC or BPL category.

Second Girl Child of All Families

Every family in Haryana — regardless of caste, religion, income, or number of sons — whose second girl child was born on or after 22 January 2015 is eligible for the Rs. 21,000 benefit. This is a universal provision that covers all sections of society for the second daughter.

Twin or Multiple Girl Children

For twin or multiple girl children born on or after 22 January 2015 each girl child is eligible independently for Rs. 21,000 as long as they meet all other eligibility conditions.

Third Girl Child

Following an amendment to the scheme the third girl child born on or after 24 August 2015 is also covered under ABHB and eligible for the Rs. 21,000 benefit.

Anganwadi Registration

The pregnant mother must be registered at the nearest Anganwadi Centre or Health Department during the pregnancy. This registration is a mandatory precondition for eligibility.

Birth Registration

The birth of the girl child must be officially registered. An unregistered birth makes the child ineligible for the benefit under this scheme.

Immunisation

The girl child must receive all required vaccinations as per her age. An up-to-date immunisation record must be produced at the time of receiving payment. This condition ensures that the scheme also contributes to the health and survival of girl children.

School Enrollment

As the girl child grows older she must be enrolled in a school or Anganwadi Centre as per her age. This ensures that the financial benefit of the scheme translates into actual educational outcomes for girls.

Parents Must Not Be Taxpayers

The parents should not be income taxpayers. This ensures the scheme reaches families from economically weaker sections who genuinely need the support.

No Other Government Pension or Financial Assistance

The parents should not already be receiving a pension or financial assistance from any government body or local authority.

Rs. 21,000 Invested With LIC

The main benefit under this scheme is that Rs. 21,000 is deposited by the Haryana Government directly with the Life Insurance Corporation of India LIC in the name of the eligible girl child. This money is not handed over as cash. It is locked in with LIC as an investment that grows over 18 years.

Money Paid at Age 18

When the girl turns 18 years old the full matured amount is paid directly into her Aadhaar-seeded bank account. Nobody else can claim this money — it belongs entirely to her. This financial support at 18 gives her a real foundation as she enters adulthood — for higher education, for starting something of her own, or simply as a financial cushion that she has full control over.

No Early Withdrawal

The money cannot be withdrawn before the girl turns 18 under any circumstances. This is a deliberate design choice. It ensures that the money is actually available to the girl when she needs it most and cannot be used by the family for other purposes before she reaches adulthood.

No Benefit if Married Before 18

If the girl is married before the age of 18 she will not receive the benefit under this scheme. This condition is intentional and powerful. It directly discourages child marriage by creating a financial consequence for it. Families that want their daughter to receive the Rs. 21,000 must wait until she turns 18 to marry her — which in practice means letting her finish school and reach legal marriage age first.

Earlier Benefit Structure — Before January 2015

For families whose second girl child was born before 22 January 2015 the earlier benefit structure applied — Rs. 5,000 per year for five years making Rs. 25,000 in total. Similarly for twins born before 22 January 2015 the benefit was Rs. 2,500 per year for five years per child.

Before applying make sure you have all these documents ready:

Mandatory Documents:

  • Aadhaar Card of both parents
  • Aadhaar Card of the girl child if available
  • Birth Certificate of the girl child — showing she is the applicant’s daughter
  • Residence Proof or Haryana Domicile Certificate
  • Income Certificate
  • BPL Certificate if applying under BPL category
  • Caste Certificate if applying under SC category
  • Immunisation Record of the girl child — up to date as per her age
  • Passport size photograph of the girl child and parents
  • Bank Account details of the girl child — Aadhaar-seeded account preferred
  • PPP Parivar Pehchan Patra Family ID

The application process for this scheme is offline. Here is the complete step by step process:

This is actually the very first step and it needs to happen before the birth of the girl child. As soon as a pregnancy is confirmed the expectant mother must register herself at the nearest Anganwadi Centre or Health Department. This registration is a mandatory precondition for the scheme. Do not wait until after the birth — register during the pregnancy itself.

The moment the girl child is born get her birth officially registered at the Municipal Corporation office, the Gram Panchayat, or the hospital where the delivery took place. An official birth certificate is mandatory for the scheme and cannot be substituted with any other document.

You can get the application form for the Aapki Beti Hamari Beti Scheme in three ways. Visit your nearest Anganwadi Centre and ask for the form directly. Visit the office of the Child Development Project Officer in your area — in both rural and urban areas. Or download the application form in PDF format from the official website of the Department of Women and Child Development Haryana at wcdhry.gov.in. The form is completely free.

Take the form and fill it in slowly and carefully. Enter the girl child’s name, date of birth, parents’ details, address, caste and income information, and all other required details. Keep all your documents open beside you and match every detail exactly as it appears on those documents. One mismatch between the form and supporting documents can cause unnecessary delays in processing.

Before you leave the house to submit your application take every single supporting document and self-attest it. Sign across it and write Self Attested clearly on each one. Do not skip this for even one document — an unattested document can be sent back and create delays that are completely avoidable.

Once everything is self-attested attach all documents neatly together with your filled application form. Then before you pick up your bag and head out sit down for two minutes and go through the complete document checklist one final time. Check every item off one by one. Showing up at the Anganwadi Centre with a missing document means another trip and more time wasted. Two minutes of checking now saves all of that.

Take your complete application package and go to your nearest Anganwadi Centre or Health Centre to submit it. If you live in an urban area you also have the option of submitting at the office of the Civil Surgeon in your district — whichever is more convenient for you.

When you hand everything over do not walk out of that centre without a proper written acknowledgement receipt in your hand. Look at it before you leave and confirm that the date of submission is clearly written on it. Then keep it somewhere genuinely safe — not in a pocket you will forget about but somewhere you will find it immediately if you need it.

That receipt is your official proof that your application was submitted correctly and on time. If any question or follow-up ever comes up later that small piece of paper is what protects you and your daughter’s benefit.

After you have submitted everything the concerned department takes it from there. They go through all submitted applications, verify the documents carefully, and prepare the official beneficiary list.

Once your application clears verification the Haryana Government deposits Rs. 21,000 directly with the Life Insurance Corporation of India LIC in your daughter’s name. From that moment the money is in LIC’s hands growing quietly until she turns 18.

You will be informed about the successful enrollment either through your local Anganwadi worker who will come and tell you directly or through the department office. So keep your contact details updated and stay in touch with your Anganwadi worker in the months after submission so you do not miss this confirmation when it comes.

You can also initiate the application process online through the SARAL Haryana Portal:

Step 1: Go to saralharyana.gov.in and log in or register

Step 2: Search for Aapki Beti Hamari Beti Scheme in the search bar

Step 3: Fill in the online application form with all required details

Step 4: Upload scanned copies of all required documents

Step 5: Save your application ID carefully for future tracking

Step 6: Your application status can also be tracked on the SARAL portal using your application ID

After submitting your application you can check its status in two ways:

Visit your local Anganwadi Centre where you submitted the application and ask the Anganwadi worker for an update. Or log in to the SARAL Haryana Portal at saralharyana.gov.in and track your application using the application ID you received at the time of submission.

A few critical things every family must keep in mind:

Register the pregnant mother at the Anganwadi Centre during pregnancy — not after delivery. Get the birth registered officially and immediately after the girl is born. Keep the immunisation record up to date at all times because it is required both for enrollment and for receiving the payment at age 18. The girl must be enrolled in school as per her age for the family to remain eligible. The payment will be made only when the girl turns 18 and only if she has not been married before that age. The money is in LIC’s hands and cannot be touched before she turns 18 under any circumstances. And never pay any agent or middleman for help with this application — the form is free and the process happens at your nearest Anganwadi Centre at no cost.

The Haryana Your Daughter Our Daughter Scheme officially known as Aapki Beti Hamari Beti or ABHB is a girl child welfare scheme launched by the Department of Women and Child Development, Government of Haryana on 22 January 2015. Under this scheme Rs. 21,000 is deposited by the state government with LIC in the name of the eligible girl child at birth. This amount matures and is paid directly to the girl when she turns 18 provided she has not been married before that age. The scheme aims to improve the child sex ratio, promote girl child education, and prevent child marriage.

Rs. 21,000 is deposited with LIC in the name of the eligible girl child at the time of her birth. This is not given as cash immediately. It grows with LIC over 18 years and the full matured amount is paid directly into the girl's own bank account when she turns 18. The money cannot be withdrawn before she turns 18 and will not be paid if she is married before reaching that age.

The first girl child of SC and BPL families born on or after 22 January 2015 is eligible. The second girl child of all families regardless of caste, religion, or income born on or after 22 January 2015 is also eligible. Twin or multiple girl children and the third girl child born on or after 24 August 2015 are also covered. The family must be a permanent resident of Haryana, the mother must be registered at an Anganwadi Centre during pregnancy, and the birth must be officially registered.

If the girl is married before the age of 18 she will not receive the benefit under this scheme. The payment that was deposited with LIC in her name will not be released. This condition is deliberately built into the scheme to discourage child marriage. Families that want their daughter to receive the money must ensure she is not married before she turns 18.

No. Under no circumstances can the money deposited with LIC be withdrawn before the girl turns 18 years of age. It is specifically locked in to ensure that the amount is available to the girl as she steps into adulthood and cannot be diverted for other purposes before that time.

You apply by submitting the form at your nearest Anganwadi Centre, Health Centre, or CDPO office. In urban areas you can also apply at the office of the Civil Surgeon. The application form is completely free — available at the Anganwadi Centre directly or downloadable from wcdhry.gov.in. You can also apply online through the SARAL Haryana Portal at saralharyana.gov.in. Never pay any agent or middleman for help with this application.
