Every year in Haryana, thousands of construction workers’ children score well in their board exams — and still can’t go to college. Not because they lack talent. Because the money isn’t there.
The Haryana Mukhyamantri Shramyogi Pratibhavan Yojana was launched to fix exactly this. It is a scholarship scheme by the Haryana Labour Department through the HBOCWWB — Haryana Building and Other Construction Workers Welfare Board. Announced in the 2024–25 budget with ₹229 crore allocated, this scheme covers tuition fees, hostel fees, books, stationery, and even a laptop for eligible students. Total support can go up to ₹1,21,500 per student — completely free, no loan, no repayment.
If you are a registered construction worker in Haryana and your child studies hard, this scheme is worth every minute of your attention.

What Problem Does This Scheme Solve?
A construction worker earning ₹10,000–₹15,000 a month cannot afford a college that charges ₹1–2 lakh per year. Add hostel, books, and a laptop — the first year alone crosses ₹2.5 lakh. That is nearly 20 months of salary.
This is why bright children from labour families end up not going to college. The Haryana Mukhyamantri Shramyogi Pratibhavan Yojana steps in right here — covering the real costs so the family does not have to choose between food and education.
Who Can Apply?
Worker (Parent) must:
- Be registered with HBOCWWB
- Have at least 1 year of active membership
- Have 90 days of documented work in the last year
- Not be receiving similar benefit from any other government scheme
Student (Child) must:
- Be child of the above registered worker
- Scored 85% in 10+2 OR 75% in graduation
- Enrolled as a regular student in UG, PG, or professional course
- Studying in a recognized institution — IITs, IIMs, NITs, AIIMS, NIFT, NID, National Law Universities, or any central government institution
Maximum 3 children per worker. Each child must qualify individually.
What Do You Get?
Benefit | Amount |
Books & Stationery | ₹5,000 per year |
Laptop / Computer | ₹49,000 one-time |

The laptop grant comes once for the entire course. Books money comes every year. Tuition and hostel reimbursement depends on your child’s actual institution fees — higher the institution fees, higher the reimbursement.

How to Apply — Step by Step
Step 1 — Check and update your Family ID at meraparivar.haryana.gov.in. Without a valid PPP, the portal won’t let you proceed.
Step 2 — If not registered on HBOCWWB, go to hrylabour.gov.in → click “Building & Other Construction Workers Welfare Board” → complete registration using your Family ID and Aadhaar OTP.
Step 3 — Log in using “HBOCW Board Beneficiary Login” with your username and password.
Step 4 — Go to “Schemes” → find Haryana Mukhyamantri Shramyogi Pratibhavan Yojana → read eligibility → fill and submit the application form with all documents.
Step 5 — Save your application reference number. Status updates will come to your registered mobile number automatically.
Most Important Step Before Applying
Most rejections have nothing to do with the student’s marks. They happen because the worker’s own registration is not in order.
Before applying, confirm:
✅ Labour card is active and renewed right now ✅ Family ID shows correct income and all family members ✅ 90-day work certificate is attested and ready ✅ Mobile number is active on both HBOCWWB and PPP records ✅ Same benefit not already claimed from another government scheme
Fix these first. Everything else is straightforward.
- Online: Log in to hrylabour.gov.in → check status under submitted applications
- SMS: Automatic updates sent to your registered mobile at every stage
- In-person: Labour Department Haryana, 30 Bays Building, Sector 17, Chandigarh — 160017
- Scheme is only for HBOCWWB registered construction workers — not all Haryana workers
- Distance or correspondence courses don’t qualify — must be a regular student
- Laptop grant of ₹49,000 is one-time only, not yearly
- 85% and 75% marks cutoffs are strict — no relaxation
- Keep your labour card renewed — expired card = no benefits from any HBOCWWB scheme
- Application is 100% free — don’t pay any agent

No. The minimum is 85% at 10+2 level — no exceptions. But if he completes graduation with 75%+, he becomes eligible for a postgraduate or professional course under this scheme.
No. Renew it first. Expired card means you're not an active HBOCWWB member and your application will be rejected regardless of everything else.
No — it's credited directly to the bank account after document verification. Keep the laptop purchase bill ready.
Zero. The process is fully online and free. Anyone asking for money to process your application is scamming you — don't pay.
